Why would the regulations be different?

The Resource Conservation and Recovery Act (RCRA) of 1976 gave individual states the right to dictate their own hazardous waste management standards, within EPA guidelines of course. Under the RCRA, states’ hazardous waste standards must meet certain minimum requirements.
